Expert groups to be establish under the MoU
India and Singapore exchanged a pre-signed Memorandum of Understanding on Wednesday (Oct 14) to strengthen the cyber resilience of both nations by fostering closer cooperation and information sharing between their respective national cyber emergency response teams.
The MOU is on Cooperation in the area of Cyber Security between the Singapore Cyber Emergency Response Team (SingCERT), under the Cyber Security Agency of Singapore (CSA) and the Indian Computer Emergency Response Team (CERT-In), under India’s Ministry of Electronics and Information Technology (MeitY).
The MOU was pre-signed by CSA Assistant Chief Executive (National Cyber Resilience) Dan Yock Hau and CERT-In Director General, Dr. Sanjay Bahl. Dan Yock Hau and India’s Deputy High Commissioner Sudhi Choudhary exchanged the MOU, which was witnessed by Singapore’s Chief Executive of CSA and Commissioner of Cybersecurity Gwenda Fong and India’s Joint Secretary (Cyber Diplomacy) of the Ministry of External Affairs, Amit Shukla (see picture above). This occurred on the sidelines of the Singapore International Cyber Week 2026, held from October 13–15.
This builds upon the longstanding cybersecurity partnership between Singapore and India, said CSA in a press release on Wednesday.
The MOU will focus on areas of cooperation and establishing a broader framework for future dialogue relevant to CERT activities, information exchange, mutual response to cyber incidents and cybersecurity technology cooperation relevant to CERT activities.
It will also cover the exchange of cybersecurity strategies and best practices, capacity building and exchange of visits by experts.
Both sides also look forward to expanding collaboration in other areas of CERT and Computer Security Incident Response Team (CSIRT) activities as mutually agreed upon.
To operationalise the MOU’s provisions, both sides will establish a Singapore-India Expert Group comprising senior representatives from SingCERT and CERT-In, said the release.
The Expert Group will meet alternately in Singapore and India on a regular basis to oversee implementation and identify future areas of cooperation, added the CSA release.
Established in 2015, the Cyber Security Agency of Singapore (CSA) seeks to keep Singapore’s cyberspace safe and secure to underpin our Nation Security, power a Digital Economy and protect our Digital Way of Life.
