CM Sai wins Rs.43,600cr in FDI commitments

A campus by Singapore-headquartered Energy Capital Global Pte Ltd (ECG), a developer and investor in AI infrastructure, will take Chhattisgarh’s digital economy to the next level, Chief Minister Vishnu Deo Sai said on 6 Oct during a investment promotion visit to Singapore.

“ECG’s AI-ready data centre It will bring world-class computing infrastructure to our State, attract more technology companies and startups, and create demand for local engineering, construction and services,” he said on announcing development by ECG of a 100 MW AI-ready data centre campus in state.

“Most importantly, it will train our young engineers to run the infrastructure that powers the world’s digital future,” said the CM who is on an investment promotion visit to Singapore.

Marking this commitment, the Government of Chhattisgarh presented an Invitation to Invest (IoI) to ECG in Singapore. The IoI was presented by Chief Minister Sai to Stanislav Borisov, Chief Executive Officer, ECG.

The CM Sai-led Chhattisgarh delegation returned to Raipur on 6 Oct, with Rs.43,600 crore in FDI commitments, among the largest the State has secured from a single visit.

In just three days, the State secured a Rs.41,750 crore AI-ready data centre campus, signed a skilling MoU with ITE Education Services, Singapore, and explored partnerships with Gardens by the Bay and Mandai Wildlife Group, said a press release sent to PTI in Singapore by the Chief Minister delegation on 7 Oct.

The largest commitment came from Singapore-headquartered Energy Capital Global (ECG), which will develop a 100 MW AI-ready data centre campus in Chhattisgarh worth Rs.41,750 crore. Sunstream Green Energy Pvt Ltd received an Invitation to Invest worth Rs.1,500 crore for a 300 MW solar project with battery storage. Valency International Pte Ltd, a global agribusiness group operating in 22 countries, received an Invitation to Invest worth Rs.350 crore for an integrated Agro and Food Processing and Export Hub, building a farm-to-market value chain in the State.

These investments open opportunities across the board. Young professionals will find careers in AI, high-tech digital infrastructure and advanced manufacturing. Startups and MSMEs will gain business as suppliers and partners to global companies, and farmers will reach international markets. To prepare youth for these industries, the State signed an MoU with ITE Education Services for technical and vocational education and training, building industry-aligned curricula and stronger pathways to employment.

At the SING Forum, organised by the Singapore Business Federation (SBF), Chhattisgarh presented its growth story. The Forum was attended by Gan Siow Huang, Minister of State, Ministry of Foreign Affairs and Ministry of Trade and Industry, Singapore; Mark Lee, Chairman, SBF; Kok Ping Soon, CEO, SBF; and senior leaders from Mastercard, Nestlé and IHCL (Taj Hotels).

In a fireside chat, the Chief Minister said that Chhattisgarh is leading the way in reforms driven by industry needs, with every investment aimed at creating employment across the State.

The Chief Minister called on Dr Vivian Balakrishnan, Minister for Foreign Affairs, Singapore, and discussed deepening India–Singapore ties at the State level, including cooperation in investment, skilling, urban planning and technology.

The Chief Minister also led a CEO Roundtable with leaders from over 15 global companies, including TCS, SMBC, Tolaram Group and Agrocorp. Discussions with the Global Finance & Technology Network (GFTN), an initiative of the Monetary Authority of Singapore, focused on training youth in AI and digital finance and helping the State’s startups scale and reach global investors. Separately, Aquatech Pacific Holdings Pte Ltd discussed wastewater reuse infrastructure for the State’s industries, and Adroit Overseas Pte Ltd explored opportunities in food processing.

Meetings with Gardens by the Bay and Mandai Wildlife Group opened new avenues for green development and tourism. Learnings from Gardens by the Bay will help develop botanical gardens in Nava Raipur and greener spaces across the State. Mandai discussed partnering to make Nandanvan Jungle Safari, Asia’s largest man-made jungle safari, a world-class wildlife destination, boosting tourism and creating new jobs.

“This visit has shown the world that Chhattisgarh is ready for global investment, and we return with commitments, partnerships and a clear path forward. Our government will now rigorously follow up with every investor so that these projects are grounded at the earliest, creating careers for our youth and new opportunities for our entrepreneurs,” said Chief Minister Sai.
