The Ministry said it will continue to strengthen monitoring of Central Sector infrastructure projects through its PAIMANA platform, enabling improved tracking, timely reviews, and data-driven decision-making across Ministries. The portal tracks 1,853 Infrastructure Projects worth of Rs.37.56 lakh crore as of September 2026.
The cumulative expenditure incurred on these projects stands at Rs.17.73 lakh crore, accounting for approximately 47.21 per cent of the project cost, indicating steady progress in project implementation.
A significant proportion of projects are at advanced stages, with 654 projects (~35%) achieving over 80% physical progress, while 338 (~18%) have crossed 80% financial completion. The data also reflects a balanced pipeline, with projects distributed across early and advanced stages of implementation.
Out of 1,853 ongoing infrastructure projects, there are 780 Mega projects (project cost of Rs.1,000 crore & above), and 1,073 Major projects (below Rs.1,000 crore).
The Transport & Logistics sector (as per the DEA’s Harmonized Master List) accounts for the highest number of ongoing projects (1,320 projects), with cost of Rs.20.07 lakh crore underscoring priority to connectivity-driven infrastructure growth.
Physical and financial progress broadly move in tandem, with a large number of projects clustered at the initial (0–20%) and advanced (81–100%) stages, indicating a pipeline of newly-started projects alongside many nearing completions. While physical progress exceeds financial progress in the 81–100% range, financial progress is relatively higher in the early stages, reflecting upfront expenditure patterns in project implementation.

Sector-wise (as per DEA’s Harmonized Master List of Infrastructure) Progress of Infrastructure Projects
Based on the Harmonized Master List (HML) of Infrastructure Sub-sectors of the Department of Economic Affairs (DEA), the 1,853 ongoing infrastructure projects have been classified into six analytical categories: Transport & Logistics, Energy, Water & Sanitation, Communication, Social & Commercial Infrastructure, and Others. The Others category which includes projects in sectors such as Coal, Steel, Metals & Mining, and Construction is not HML category. Transport & Logistics accounts for the largest share, with 1,320 projects (71.2% of the total), followed by Energy with 225 projects (12.1%). Together, these two categories account for 83.4% of the monitored projects and approximately 82.9% of the aggregate revised project cost. Among the HML categories, Water & Sanitation records the highest cumulative expenditure-to- cost ratio at 70.81%, followed by Transport & Logistics (54.49%) and Communication (48.66%). Social & Commercial Infrastructure and Energy record ratios of 41.72% and 39.58%, respectively, while Others records 30.67%.
Transport & Logistics category
Transport & Logistics is the largest category, comprising 1,320 projects with a cost of Rs.20.07 lakh crore, accounting for 71.2% of the monitored projects and approximately 51.02% of the total project cost. The category encompasses Roads & Highways, Railways, Urban Public Transport, Aviation & Aviation Infrastructure, Shipping and Logistics Infrastructure, which are critical to strengthening connectivity and economic integration.
Roads & Highways accounts for 974 projects (73.8% of the category), followed by Railways with 286 projects. Together, these two sub-sectors account for approximately 83.3% of the category’s project cost. Cumulative expenditure of Rs.10,23,890 crore represents 51.03% of the project cost. Among the sub-sectors, Shipping records the highest expenditure ratio at 63.37%, followed by Logistics Infrastructure (56.36%).
